The construction of a breakwater in the middle of the bed can prevent the excavation of the seabed if there is a swollen and to make the level of the waters rise on a local level.

The plenary of the town council of Fraga approved the draft of the underground car park, of approximately 200 parking spaces, that they want to build in the avenue of Madrid. Although there are disagreements about the size of the building work all the political parties of the consistory of Fraga support the construction of the car park.

Ecologistas en Acción of the Bajo Cinca consider that the planned building works are not anything but an example of the wrong town-planning policy, which all the local corporations of Fraga have been following for years and that do not have into account the characteristics of the city regarding the risk of floods.

Regarding the risk of flood the main political parties of Fraga have shown great ups and downs on their interest about solving the problem and, at that time, have concentrate on the state of the river and not in the other part of the problem, that is a town-planning development that persist in the invasion of the river area and that, with the proliferation of underground constructions (specially car parks), made the city more vulnerable. It is evident that, if the flood that Fraga suffered in the year 1982 repeats, the economical damages would be higher being higher the number of constructions that would still flooded.

Before a problem of historical roots, with a river bed to which the human being has stolen a third of its width (from Ballobar to Fraga), the most fundamental rule of wisdom sais that the first step to the solution of a problem is not to aggravate it and to that end we have to break new mental ground and develop a non conventional town-planning and to adapt it to the geographical circumstances that made Fraga to flood again a matter of time.

Some basic town-planning guidelines could be the following:
- Restrict the constructions and infrastructures in the nearest part to the bed.
- Plan the town-planning taking into account the flood maps that, very correctly, had been made by the Hydrological Confederation of the Ebro River (HCE).
- Prohibit the construction of tunnels in the flood zones and allow, in exchange, a greater height in constructions.
- Make higher the lower parts of the buildings, according to the risk of each area.

Relating to the flood maps amaze those, despite of the great interest that should have for the Fraga's population and for other nearby municipalities, had not been spread, as they deserve. And, even worst, is terrible that the responsible of the municipalities where the low Cinca passes by, are not taking into account these maps when developing their own town-planning policy. Or at least that is what it seems. Likewise we can emphasize that restricting the underground constructions allowed to reduce the damages before any flood and to avoid problems in case of strong storms, storms that you can be expect because of climate change, in a near feature.

Regarding the river bed Ecologistas en Acción considers as positive the plan that the HCE have made to widen the river space between Velilla de Cinca and Fraga, a plan that, making easier the flooding of land with forest of shore (removing water from the main bed), would allowed to alleviate the risk of flood of the town like Fraga or Torrente de Cinca, which are located downriver, although always taking into account that in case of strong swollen nothing could prevent Fraga and other municipalities of getting flooded. Therefore the necessities of insisting on a town planning to allow reducing damages when things are bad.
